Business Regulatory Review Agency

The Business Regulatory Review Agency (BRRA) was established through an Act of Parliament, the Business Regulatory Act, No. 3 of 2014 and became fully operational in January 2016. The mandate of BRRA is to review and approve proposed policies and laws that affect business activity to ensure they are legitimate and serve the intended purpose as well as coordinate development and implementation of appropriate government-to-business interventions aimed at reducing the regulatory burden on businesses.

BRRA was set up against the background where stakeholder consultation in formulation of legislation and regulation was generally poor and consideration of the impact of business regulation was not emphasised. The enactment of the Business Regulatory Act is a strategy to ensure regulators undertake Regulatory Impact Assessment (RIA) and stakeholder consultations in the formulation of regulations that impact on business activity.

The Business Regulatory Act applies to the regulation of business activity subject to the terms and conditions for applying and issuing any license, permit, certificate or authorisation under the relevant law regulating that business. The Act is complementary to any law regulating business. Therefore, any regulation that has a bearing on the conduct of business, be it to start, operate or cease to operate a business, falls under the jurisdiction of the BRRA. visit website:
