Overview
Zambia signed a Sub-Delegation Agreement with the Common Market for Eastern and Southern Africa (COMESA) on 27th November 2020, for the implementation of the coordinated border management and trade facilitation activities at three (3) border posts namely;
- Chirundu
- Nakonde
- Mwami
This is part of modalities to implement the broader €48 million 11th European Development Fund (EDF) Trade Facilitation Programme through a grant agreement signed between the European Union and COMESA in November 2018. The signed, Sub-delegation Agreement, which is aimed at improving intra-regional trade flows of goods, persons and services, narrows the focus and concentrates on interventions, which were diagnosed as key to improving the trade and trade facilitation profile of Zambia.
Within the framework of the Sub-Delegation Agreement, Zambia is implementing the Zambia Border Posts Upgrading Project (ZBPUP) with an allocation of € 6.8 million, which is part of the broader Aid for Trade (AfT) agenda supporting the upgrading of priority border infrastructure at Chirundu, Mwami and Nakonde border posts.
The project is focused on strengthening coordinated border management trade and transport facilitation under the upgrading selected corridors and border posts.
Objectives
To catalyze Zambia’s progressive participation in the COMESA regional integration agenda so as to ameliorate poverty and inequality, and thus contribute towards the attainment of sustainable development in the country.
- To effectively implement coordinated border management principles at Chirundu/Chirundu, Nakonde/Tunduma and Mwami/Mchinji border posts;
- To upgrade priority cross-border infrastructure and equipment at the three border posts;
- To build capacity on modern border operations for stakeholders at the border posts and implement a border information awareness campaign customs cooperation and implementation of the e-certificate of origin and single window system and reducing the asymmetry in knowledge on rules of origin.
Expected Results
Improved satisfaction with the services offered by the Border Agencies as reported by users of the 3 border posts
Reduced number of reported Non Traffic Barriers (NTBs), cases of corruption and harassment at the 3 border posts
Increased collection of revenue through increased trade flows though the 3 border posts
Capacity building on Coordinated Border Management, WTO Trade Facilitation measures and trade facilitation provided to stakeholders at the 3 border posts
Reduced clearance times and costs for passengers, and goods processed through the 3 border posts
